In the Dream Carnival the Clothes Constructor is located near Hello Kitty.
Once you're done with the Dream Carnival Quests, and have gotten a clothes ticket from the last quest you can head to Sanrio Harbour. When you appear, you'll be on the docks next to the Clothes Constructor and the Pure Dream Constructor. Talk to the Clothes Constructor and he'll exchange your clothes ticket for a reward. You can exchange a Diamond Clothes Ticket, Gold Clothes Ticket, Silver Clothes Ticket, or a Bronze Clothes Ticket.
