Pet Breeding can be started any time in Paris or Beijing by talking to the Pet Supply Merchant.
You'll get a chance to breed a pet during the quest line in the Paris Quest: When 2 Become 1.
How to Breed a Pet
You must be level 20 to breed pets! You should reach level 20 during the course of the Paris Quests.
First step is to talk to the Pet Supply Merchant. You'll get this message. See the two icons on the right? Click the top to buy pet food and the bottom to breed pets.

Clicking on the second icon will take you to this page where you can finally breed pets.
- To the right of the page is a list of pets you can create.
- 1 & 2 are the pet cards you need to breed.
- 3 are the levels the pet card needs to be to breed.
- 4 is a picture of what the final product will be.
- 5 is the amount of monies you need to breed.
You need both pets in your inventory and they must be the appropriate level for you to breed them.
